Informal Settlement Fires 2018

The latest fire statistic data provided by the SA municipalities and analysed by the FPASA reveals the following:

  • For the 2016/2017 municipal reporting period, there were 5283 informal dwelling fires recorded by municipalities and reported to the FPASA.
  • The value of this loss equates to R179 513 324 – reported by the municipalities across SA.
  • From the period 2007 to present– the financial losses incurred in informal dwellings has been increasing year-on-year consistently, with the current reporting period reflecting the highest financial losses to date.

Factors that contribute to fires in informal dwellings (root causes):

 Smoking                     = 190

Electrical                     = 559

Open Flames             = 1027

Cooking                      = 349

Heating                       = 197

Welding                      = 13

Lightning                    = 35

Arson                          = 291

Unrest                         = 1

Undetermined           = 2083

Other                          = 538

Total                           = 5283

 

From this data (exempting “undetermined” and “other”) the largest contributor to informal dwelling fires is Open Flames.

There is a substantial amount of combustible material in informal settlements – as a consequence, the ignition source, and the materials of combustion provide an ideal combination for a fire to flourish. Due to the proximity of the informal dwellings to one another, the ease of spread of fire is quite rapid from one shack to another.

The limited space between such dwellings and/ or the poor condition of road infrastructure presents a major setback for firefighters reaching the fire in time to extinguish it.

Further, there are seldom (if any) detection and extinguishing devices (fire extinguishers) in such informal dwellings to enable the destitute to detect the fire early enough so that they may attempt extinguishment in the very very early stages.

The role requires an individual who can multi-task, self-manage priorities, work well with a team and travel for work.

    The Fire Protection Association of Southern Africa (FPASA) was established in 1973 to provide a specialized fire safety management technical and training service to industry, commerce, fire and rescue services and society at large.

    Over the years the Association has developed a range of membership options and technical, training and fire safety management services that are recognized for their quality, professionalism and value.

    Today the role of the FPASA covers fire safety Education, Information, Advice, Consultancy and Training (Fire College).

    Job Duties

    • Coordination and arrangement of on-site, offsite and online presentations, including venue setup, travel arrangements etc.
    • Assist with preparation/review of training proposals, tenders and expressions of interest as and when required.
    • Assist with marketing initiatives/drives.
    • Subject matter expert for the bouquet of FPASA training courses.
    • Participate on/present college courses, including on-site, offsite and online (depending on competency level).
    • Participate in Fire Advisory work (e.g. Fire Risk Assessments, Fire Investigations, etc.).
    • Report writing.
    • Participate on SABS committees, SAQCC as and when required.
    • Participate in and or support InFIReS Projects, as and when required.
    • Assist with development of new courses and review of existing courses, as and when required.
    • Authorised to purchase consumables to fulfil responsibilities listed above.
    • Supervise equipment maintenance workshops, inspection & maintenance of all extinguishers/ hose reels/ hydrants (Applicable to both training equipment and building equipment) and all other training equipment.
    • Servicing/ recharge of all extinguishers and hose reels installed in FPASA premises and training equipment.
    • Assist with/ arrange availability of all equipment for courses including dust exploder, Carmody, extinguishers, tools, BA sets, fixed installations on the fire ground etc.
    • Responsible for cleanliness/ neatness of the fire house, workshop, equipment store, and training area including inventory checks.
    • Administration: Completing and forwarding relevant information to assist with records for, Extinguisher recharge, equipment maintenance schedule, consumable used, training paper work etc. to Audit, Risk, Compliance & Office Manager.

    Experience & Qualifications

    Minimum of 3 years applicable operational and fire safety experience or similar.

    Facilitator, Assessor & Moderator certification will be advantageous.

    Minimum NQF Level 4 is a requirement.

    Excellent computer skills including MS Office.
